Hybrid Mean Value of General Quartic Gauss Sums and Three-Term Exponential Sums

Abstract

This paper explores the hybrid power mean of three-term exponential sums, incorporating weights derived from general quartic Gauss sums. By employing the theory of Dirichlet characters in conjunction with fundamental properties of classical Gauss sums, we establish several significant results. Furthermore, we determine the corresponding weight function for these three-term exponential sums, with particular applications in coding theory.
